In accordance with the Articles of Incorporation, dated December 15, 1993, the purposes for which the Corporation was organized include "to identify neighborhood problems and needs, to assist in the development and implementation of programs which respond to these problems and needs, and to provide an ongoing opportunity for citizen participation in the decision-making processes of government in a positive and productive manner."

Jullion Park, adjacent to Summerwind Elementary School, is undergoing a couple of significant improvements. The long planned restroom building has been installed near the playground. The building is constructed of pre-cast concrete and was delivered as a complete structure. Concurrent with the installation of the restroom building, the Parks and Rec Department prepared the site for the new public art project, approved by the Boise Arts Commission. The sculpture has been installed and a dedication ceremony was held.

At DeMeyer Park, the Parks and Recreation Department is completing the second phase of the new pathway system, which was funded partially by the Mayor's 2007 Neighborhood Reinvestment grant. This provides an all-weather route to the playground from the neighborhood area to the west of the park.

Recent Updates

Boise Parks & Recreation is hosting a public meeting Nov. 17 to gather neighborhood comments for the design and reconstruction of a playground destroyed by fire this summer.

The playground is located at West Boise’s Nottingham Park, 5243 N. Decatur Drive. The meeting will begin at 5:30 p.m. at Covenant Presbyterian Church, 4848 N. Five Mile Road. Conceptual development plans will be presented to encourage discussion. The resulting comments will help guide park planners in the renovation of the playground.
Neighbors who would like to comment but cannot attend the meeting are invited to submit comments to Kelly Burrows, Project Manager, at kburrows@cityofboise.org or phone 608-7634. Boise Fire Department investigators believe that the Nottingham playground fire in August was intentionally set. The playground equipment was just 2 years old. Basketball Court Replacement in Knottingham and Castle Hills Parks

I wanted to let your neighborhood associations know that Boise Parks and Recreation will be replacing the basketball court at Castle Hills Park and Knottingham Park this summer. Excelsior Construction will be the contractor, 850-3882 for questions.

They plan to begin demolishing the existing court within the next 2 weeks, the new court should be ready within a month, depending on delivery time of the new posts and goals. If you have any questions or comments please feel free to email me.

Compass Annual Meeting

You Are Invited

Each year, the Community Planning Association, or COMPASS, creates a budget that shows where transportation dollars will be spent over the next five years in the Treasure Valley. That budget is the Regional Transportation Improvement Program (TIP).

COMPASS will be hosting booths at Nampa, Meridian, and Boise outdoor markets in July to visit with the public about the draft FY2012 – 2016 TIP. Please stop by to view the draft TIP, ask questions, or submit comments.

The draft TIP and associated Air Quality Conformity Demonstration for Northern Ada County are available for public comment through Monday, July 25, 2011.

If you have questions about the TIP itself, projects in the TIP, or the air quality conformity demonstration; simply want to learn more; or want to comment on any aspect of them, please plan to visit us at any of these markets:

2011 National Night-out Block Parties

On August 2nd, 2011, Boise Police and Fire, as well as city officials, will be attending many National Night Out block parties in the city of Boise. Last year, more than 60 neighborhoods registered their events with me, and that speaks highly of our community in that so many people want to celebrate their neighborhood spirit and strengthen their relationship with law enforcement.

Rideshare Program to facilitate carpooling to Bogus Basin, sponsored by Valley Regional Transit

We wanted to share information about a new experimental car-pool program to Bogus Basin Mountain Recreation Area, sponsored by Valley Regional Transit (VRT). It’s called “Rideshare to Bogus.”

VRT officials hope that the ETC coordinators can share this information with their employees and encourage them to participate. Monthly prizes are being offered as incentive for people to engage in the program, as well as end-of-season grand prizes. This month’s prizes are a GoPro HD Hero video helmet cam ($300 retail value), a helmet/skull candy headphone package ($150 retail value) and a free ski/snowboard tune-up ($45 retail value).

Beyond the benefits of fewer cars on Bogus Basin Road and less air pollution, car-pooling to Bogus can free up more parking space at Bogus, and it might be a way for people to meet new friends to ski/ride with. A survey of 500 skiers and snowboarders by Compass last summer indicated that 50% would do more car-pooling to Bogus if it were easier to find friends to car-pool with.

Neighborhood feedback sought on dog off-leash pilot at 8 parks

Neighbors are invited to provide feedback on a proposed pilot program to allow off-leash dogs at eight parks throughout Boise. The citizen Park & Recreation Commission and the Boise Parks & Recreation Department are seeking input to determine if there is neighborhood support for the proposed plan The parks identified as possible locations for the dog off-leash pilot program are:

Except for Winstead Park, dogs would be allowed off leash during early morning and/or evening hours at parks selected for the pilot project. To avoid conflicts with user groups and park reservations at Winstead Park, dogs would be allowed off-leash during daylight hours from Nov. 1-March 31. Sites were identified based on current uses, scheduled activities, geographic diversity, site access, parking, maintenance and financial impacts.

Existing regulations requiring owners to pick up after their pets would still apply. Additional mutt mitt dispensers and trash cans would be installed, and animal control officers and Boise Parks & Recreation staff would closely monitor compliance with the rules and evaluate seasonal park use patterns.
